In 2021, the Infrastructure Investment and Jobs Act (IIJA) was launched, providing funding for various infrastructure projects through multiple agencies. This significant increase in funding is intended to accelerate the completion of projects that will improve the environment and address failed or failing infrastructure across the commonwealth; however, there are many municipalities that may not be aware of how to apply and position their projects for IIJA funds.
The Pennsylvania Infrastructure Investment Authority (PennVEST) Technical Assistance Program was created in 2022 to assist municipalities and authorities in preparing and submitting applications for eligible capital improvement projects. LDG and other engineering teaming partners were contracted by PennVEST to administer the Technical Assistance Program. LDG’s designated responsibilities included public outreach, developing, and implementing technical assistance plans, and providing training and expertise regarding water infrastructure projects to traditionally underserved entities, including municipalities and municipal authorities. Since their contracted work began, the LDG team has identified more than 80 municipalities and authorities to participate in the Technical Assistance Program and has actively engaged with 10 of these authorities in various stages of preparation and submission of their projects to state agencies. Due to this trajectory of success, PennVEST has extended their contract with LDG to continue work on behalf of the Technical Assistance Program through 2025.
