Larson Design Group (LDG) prepared an Act 537 Plan required to develop the expansion and upgrade of the Newport Borough Municipal Authority’s WWTP to accommodate future regional wastewater flows. The Act 537 Plan was prepared in conjunction with the preparation of the long-term control plan (LTCP) required for the borough’s combined sewer system.
Newport Borough’s plant treated wastewater from both the Borough of Newport and Oliver Township. Newport’s collection system was a combined sewer system with several permitted combined sewer overflows (CSO). However, after the borough completed an LTCP for the management and control of discharge from its CSOs, Howe Township requested treatment in the authority’s plant and the Pennsylvania Department of Environmental Protection (DEP) established nutrient cap loads for the discharge from the facility, meaning an upgrade to the Act 537 Plan would likely be in order.
