LDG worked with Presbyterian Homes Incorporated and RDL Architects to develop a Master Plan for a Senior Living Community on a 56-acre parcel adjacent to the Bloomsburg Hospital. The site was subdivided and transferred form Bloomsburg Health System at the onset of the project. Early project planning involved concept site and grading plans for various layouts of apartments, cottages, and skilled nursing buildings to see how the facilities could be situated on the steeply sloping site. The preferred plan was eventually split into phases and presented to both the Town of Bloomsburg Planning Commission and Borough Council.
Phase 1 Land Development included the construction of a 3-story, 36-unit Senior Living Apartment building, roadway connection between adjacent public roads, parking lot, stormwater management facilities, site utilities, site lighting, landscaping, and other associated site amenities. LDG was responsible for securing both local municipal and state permit approvals for the project. Additional services were required to prepare plan exhibits, due diligence narratives, and certifications in order to supplement an application for tax credits which was awarded by PHFA.
Erosion control and stormwater management designs were implemented to avoid accelerated runoff from leaving the project site and to mitigate increased peak flows across the challenging topography. Landscaped raingardens were also incorporated as a stormwater best management practice to capture runoff from the paved parking lot. The site also features a bike and golf cart path design for connection to future phases of land development.
