🏆2026 County Commissioners Association of Pennsylvania (CCAP) Road and Bridge Safety Improvement Awards

Larson Design Group (LDG) partnered with Union County and five local municipalities to deliver the Union County Local Culvert Bundle, replacing six poor-condition structures across Hartley Township, Lewis Township, New Berlin Borough, West Buffalo Township, and White Deer Township. The structures were located on Palman Road, Kaiser Run Road, Walnut Street, Centennial Road, Johnstown Road, and Creek Road. Five replacements were completed in 2025, with the final structure completed in the first quarter of 2026.

The project was developed through a broader, data-driven effort to evaluate structurally deficient and aging infrastructure throughout Union County. LDG worked with the County to assess and prioritize critical bridge and culvert needs, strategically bundling six high-priority replacements into a coordinated program. This approach enabled the County and participating municipalities to advance necessary infrastructure improvements efficiently while reducing costs and accelerating project delivery.

Each poor-condition structure was replaced with a concrete box culvert and upgraded to meet current design standards. Improvements included widening structures to accommodate two travel lanes, installing standard approach guide rail, improving hydraulic openings to reduce flood risk, and enhancing sight distance where applicable. These upgrades improved safety, reliability, and accessibility along routes serving motorists, emergency responders, school transportation, agricultural vehicles, the Plain Sect community, and other roadway users.

The completed improvements reduced the number of poor-condition structures in Union County while strengthening connectivity across the participating communities. Through collaboration between the County and local municipalities, the project delivered safer, more reliable crossings and helped ensure these essential local routes remain accessible for the residents and communities that depend on them.
