In collaboration with our partners JG&A-TSG Joint Venture, provided A/E for the USACE Savannah District in support of a MILCON Planning Charrette Report and DD Form 1391 for an F-35A Flight Simulator Training Facility at Moody AFB, Georgia. This facility is essential for the 23rd Fighter Group’s transition from the A-10 flying mission to the F-35 airframe.

The project included designing a 34,614 SF six-bay flight simulator facility for the F-35A aircraft to support the mission’s operational requirements. The project team facilitated a planning charrette with USACE and key stakeholders to assess project needs, site conditions, and alternative design concepts. This collaborative process resulted in a final conceptual design, demonstrating the team’s ability to integrate in-person and virtual resources to analyze mission requirements and evaluate site infrastructure comprehensively.

Following the charrette, the team developed a PCR II document summarizing the planning process and defining project requirements while ensuring alignment with mission objectives and regulatory compliance. A detailed project cost estimate was then prepared, accounting for current construction market conditions, including labor availability, supply chain challenges, and fuel inflation. These elements were incorporated into an updated DD1391 to support project funding and execution.
