The Village of Franklinville Wastewater System Improvements project focused on the rehabilitation and upgrade of the village’s wastewater treatment facility and sewer collection system to meet stricter environmental regulations, reduce infiltration and inflow, replace aging infrastructure, and improve overall performance. LDG provided comprehensive services, including geotechnical, civil, mechanical, electrical, plumbing, and structural engineering; permitting; architecture; construction administration and inspection; and grant writing.  

Key upgrades at the WWTF included the rehabilitation of existing steel treatment tanks and installation of a new ultraviolet (UV) disinfection system, a mechanical influent screen, a septage dosage tank, backup generator, and a sludge dewatering press and associated sludge processing building. The project also involved replacing or lining approximately 14,000 feet of high-priority sections of gravity main and 50 manholes to reduce infiltration and inflow, addressing issues that sometimes-caused flows to exceed the facility’s capacity. The village operates about 40,500 feet of sewer main and a 1.5 million gallon-per-day WWTF built in 1986, serving around 750 properties. To comply with new SPDES permit requirements and a consent order from December 2020, the village had to meet stricter discharge limits within a tight timeframe. LDG assisted in securing $1,250,000 in Community Development Block Grant funding, $1,235,333 in NYS Water Infrastructure Improvements Act grant funding, $108,667 in DEC Water Quality Improvements Program grant funding, and $3,700,000 in zero interest CWSRF loan funding for vital system upgrades.
