Morgantown Utility Board GIS Support

The Morgantown Utility Board [MUB] sought to enhance operational efficiencies by optimizing workflows using the Esri ArcGIS platform. LDG played a crucial role in assisting MUB by refining their inventory of existing data sources, assessing the quality, accuracy, and relevance of each source, and developing a strategy for migrating pertinent information into an Esri Water Model-compliant geodatabase. Additionally, LDG created and updated metadata for each feature set within the geodatabase. The overarching goals for the MUB GIS program included streamlining workflows, ensuring data accessibility for all staff members, improving communication between field and office personnel, and enhancing decision-making regarding water, sanitary sewer, and stormwater assets. LDG implemented a structured, three-phase approach to establish a solid foundation for the MUB GIS program:

Database Development: During the initial phase, LDG developed a geodatabase with customized attributes and features tailored to meet MUB’s specific requirements. The resulting MUB Water Geodatabase, built on the Esri Water data model, now serves as a comprehensive spatial data repository for the GIS program.

Data Evaluation: In the second phase, LDG conducted a thorough evaluation of existing data and metadata. A site visit facilitated the transfer of electronic data to an external hard drive and the collection of legacy hardcopy documents and plan sets for inclusion in the geodatabase.

Data Migration: The final phase involved migrating CAD, tabular data, and various GIS datasets into three separate file geodatabases—one each for water, sanitary sewer, and stormwater. LDG technicians adjusted CAD annotations to align with GIS layers, repaired topology issues, and refined spatial datasets. All databases were constructed based on Esri’s Water model and fully integrated into MUB’s ArcGIS Online organization to support their operational needs effectively.

This systematic approach has significantly advanced MUB’s GIS capabilities, providing a robust framework for improved data management and operational efficiency.

LDG’s ability to effectively convert such a large amount of data into a usable product was very impressive. LDG’s capabilities were the main reason they were hired for the project.
