LDG provided system survey and mapping, permitting, preliminary and final design, funding coordination, bid phase services, construction administration, and resident inspection services for water system improvements for the Village of Franklinville in Cattaraugus County, New York. This project included minor well house improvements and approximately 19,000 linear feet of water main replacement aimed at improving drinking water quality, fire suppression capabilities, and water supply security. The water main replacement targeted system areas that did not meet the minimum diameter requirement of the Ten States Standards. To comply with the requirement, most of the village’s 3-inch and 4-inch diameter main was upsized to 6-inche or 8-inch main. The upsizing significantly improved fire flows and pressure throughout the entire village distribution system. Well house improvements included replacing existing well pumps, adding modern digital flow meters, and replacing disinfection system components. The orientation of the water distribution piping in the vicinity of the north well house was also modified to achieve the required disinfection contact time. LDG assisted the Village in securing a $1,250,000 Community Development Block Grant, a $2,850,000 NYS Water Infrastructure Improvements Act Grant, and $1.9 of low interest loan funding from USDA Rural Development.
