Description

In the early 1970’s, a combined sewer system (CSS) was constructed to serve these two adjacent municipalities. The CSS includes 71 diversion chambers, which were designed to divert the combination of sewage and stormwater runoff (called a combined sewer overflow, or CSO) to Shamokin Creek and its tributaries during heavy rainfall events.

With the enactment of more stringent regulations for the control of CSOs, both municipalities are now responsible for the immediate implementation of Nine Minimum CSO Controls, which include operation and maintenance activities, and reducing the transport of solids into the CSS. In addition, to implementing Nine Minimum Controls, the municipalities must develop a Long Term Control Plan for the future elimination of a majority of the CSOs.

The consulting and engineering fees required for this work will exceed $700,000 and result in the long term planning for multi-million dollar improvements to the sewage facilities that serve the two municipalities.
