Operation and maintenance of aging water and wastewater infrastructure is an on-going challenge that municipal utilities face across our region today. A significant portion of infrastructure components is at or near its useful life. Savvy managers recognize it takes significant operating capital and manpower to effectively maintain key assets such as wells, water distribution systems, wastewater collection systems, treatment plants, pumping systems and other facilities. All too often, maintenance and capital replacements are deferred due to lack of funding and budget cuts. In many cases, user rates are not adequate to cover the full cost of service and therefore require subsidies from the General Fund. Some utilities lack basic management programs to keep systems running effectively.
Each year, significant federal dollars are earmarked for financing water and wastewater infrastructure projects. Those grant/loan pools have been steadily declining over the years, so utilities are forced to do more with less. This funding deficit has prompted Congress to investigate asset management programs in an effort to prolong the life of assets thus maximizing the use of dollars spent. By definition: “Asset management is maintaining a desired level of service for what you want your assets to provide at the lowest life cycle cost.”
